Title: Maslow7F: A Fractal Theory of Systemic Coherence and Motivation Tags: systems-diagnosis, measurement --- Maslow7F extends the earlier MaslowF model from a 5x5 to a 7x7 matrix. Two levels are added above self-actualization: **Transcendence** (L6), which takes up Maslow's late work on contribution and meaning, and **Meta-Transcendence** (L7), the capacity of a system to observe and correct itself. Each of the seven levels contains the full hierarchy again, giving 49 nodes. Every node is described for an individual, an organization and an artificial intelligence. The result is a diagnostic and heuristic framework for any complex adaptive system. The second part makes the map quantitative. Each node receives a coherence score between 0 and 1, built from three observable indicators, which must correlate with one another for the node to count as valid in that context (the Fractal Resonance Criterion). The mean of the 49 scores is the global coherence measure, and the deviation of each node from that mean is weighted. The node that carries the largest problematic weight is the **Dominant Dissonant Chord** (DDC), taken as the point where intervention should begin. The Pareto Cube and the N_opt rule then set the depth of root-cause analysis, and the cycle is repeated after each intervention. Seven case studies apply the procedure, from an individual with impostor syndrome to the United Nations, contemporary civilization and humanity as a species. Their score matrices are illustrative estimates. Two appendices show how one node is scored and propose indicators for twelve nodes. Levels 6 and 7 are marked as exploratory. One central hypothesis is offered for testing: interventions aimed at the DDC should raise global coherence more than interventions aimed elsewhere.
